Nordisk Panorama – 5 Cities Film Festival

Regulations: Nordisk Panorama short film and documentary competitions



Nordisk Panorama – 5 Cities Film Festival, the main Nordic event for short films and documentaries, takes place annually during the last week of September. The Festival ambulates between the Nordisk Panorama Host Cities of the 5 Nordic countries, Bergen (2010), Århus (2011), Oulu (2012), Malmö (2013), and Reykjavik (2014), adding the colours of local and regional filmmaking to the vast landscape of Nordic short films and documentaries.

The main showcase of Nordisk Panorama is the Competition Programme consisting of approximately
75 new short film and documentary titles, the majority of which for the first time are presented to an international audience.

In addition to the main event, Nordisk Panorama – 5 Cities Film Festival consists of a touring Mini-Panorama, showcasing a selection of films from the Competition Programme in the remaining Host Cities.

Dates & Deadlines 2010
Nordisk Panorama Event 2010 takes place in Bergen, Norway, 24-29 September 2010.
Deadlines for submission of films for competition:
15 February 2010 for films completed in 2009
15 May 2010 for films completed in 2010


Requirements
The aim of the Competition Programme is to present the best Nordic films in the documentary and short film categories. Documentaries are accepted in any length and short films include all forms of animation, fiction and experimental films of max 60 minutes.

To be eligible, the short film / documentary must:
-    qualify as an independent production
-    qualify as a Nordic production or be directed by a Nordic director
-    be completed within the current or preceding year
-    be subtitled in English or English versioned

The Applicant bears the responsibility that all rights necessary for the public screening of the film are adequately cleared.

The Festival Director in association with the Selection Committee shall decide as to the admission of any eligible film to the Competition Programme.

Application
In order to apply, a completed Entry Form must be submitted together with the following enclosures specified in the Entry Form:
- 2 DVD copies with English subtitles or English versioned
- 1 trailer (optional): FLV, On2 VP6 codec, 96 Kbps (stereo), 320x240, 25 fps, 400 Kbit/s
- 1 still photo from the film
- 1 still photo of the director

Entry Forms must be submitted online together with electronically transmittable enclosures no later than
15 February 2010 for films completed in 2009 or 15 May 2010 for films completed in 2010.

In addition, all enclosures not electronically transmittable shall be sent together with the 2 DVD copies and a signed license agreement to the following address:

In the event of the Applicant's failure to meet the deadline, or of inaccuracies in any Entry Form, the Organizers shall be free of all obligations whatsoever to enter such a film for the selection.

Applicants will be given notice of their film's admission/rejection no later than 15 July 2010.

Competition
Immediately on receipt of the notice of their film's admission to the Competition, Applicants shall submit one competition copy, either a 35 mm copy with optical or magnetic soundtrack or DigiBeta PAL. All copies must be subtitled or versioned in English.

Cost for transportation of preview copies for selection, for competition copies and all other transportation costs shall be borne by the Applicant.

Competition copies shall be returned to the Applicant at the Organizer's cost within two weeks of the closing date of the Festival. If the copy must be returned to an alternative address, the Organizer must receive advance written notification. Application enclosures, including preview copies will not be returned.

The Organizer shall insure films submitted for the Festival against damage, theft and for third-party liability during the period they are in the Festival's possession.

Prizes
The Nordisk Panorama Short Film and Documentary Juries shall award the following prizes:
-    The Nordic Short Film Award
-    The Nordic Documentary Award
-    The New Nordic Voices Award

Additional prizes are announced annually on www.nordiskpanorama.com.

Awarded films may have additional screenings at each of the following Mini-Panorama events.

Projections  
Films in competition may be screened no more than three times during the Festival and once at each of the subsequent Mini-Panorama screenings. Additional screenings require special permission from the Producer.

For the purposes of promotion, the Organizer has the right to utilize publicity material related to the production (i.e. press kits, posters, stills etc.) for promotional purposes and to broadcast, transmit or screen clips of maximum 3 minutes.

Nordisk Panorama Market
Nordisk Panorama Market is the Nordic market for short films and documentaries running in conjunction with the Festival. In connection with the Market, the Nordisk Panorama Market Catalogue is published electronically and subsequently promoted throughout the year at international markets and film festivals by Filmkontakt Nord as well as through the FkN e-news service. All films entered into the Market are automatically included in the Filmkontakt Nord Video Library and Online Film Catalogue, which serve professionals with key information and preview possibilities throughout the year. With a signed license agreement, films are also included in Nordisk Panorama Market Online - a password protected screening room at www.filmkontakt.com, available around the clock to registered tv-buyers, sales agents, distributors and festival programmers.

All films in the Nordisk Panorama Competitions are automatically included in the Nordisk Panorama Market, the FkN Online Film Catalogue, the FkN Video Library and Nordisk Panorama Market Online free of charge. Films not selected for competition will be entered into the above promotional platforms if the Filmkontakt Nord registration box is ticked when registering the film online. All films in the Nordic film institutes’ international festival distribution are included free of charge. Otherwise, a fee of DKK 1.200 per title is charged the Applicant.

General Information
Nordisk Panorama – 5 Cities Film Festival is founded by Filmkontakt Nord, the promotion and information centre for independent Nordic short films and documentaries, situated in Copenhagen and established by independent filmmakers in 1991.

Filmkontakt Nord assists international festivals, TV-buyers, distributors and journalists as well as the Nordic and international film community.
